미래세대의 삶의 질을 위한 지속적인 대규모 변혁과 지속적인 개혁

누르갈리 아르스타노프 주한 카자흐스탄 공화국 대사의 기고문

202615일자투르키스탄(Turkistan)신문에게재된최근인터뷰에서, 카심-조마르트토카예프카자흐스탄공화국대통령은 국가발전 경로에대한 포괄적이면서도 솔직한평가를 제시하며, 카자흐스탄의 현대화 비전에대해 상세히 설명했다. 대통령의 발언은 인상적인 경제성과 뿐아니라, 우리국가의 미래를 형성해 나가고 있는 심층적인 구조개혁을 반영하고 있다. 그는올해는 향 후 수 십년간 카자흐스탄의 발전방향을 결정짓는 매우 중요한 사건들이 예정된, 국가적으로 중대한 해가이라고 강조했다.

 

역동적인경제성장

 

토카예프대통령은 2025년 카자흐스탄경제가 6%를 초과하는 안정적이고 견고한 성장세를 기록했다고 밝혔다. 국내총생산(GDP)은 3,000 달러를 넘어섰으며, 1인당GDP는 15,000달러를 초과했다. 이는 카자흐스탄 역사상 최고치에 해당하는 수치다. 이러한 성과는일관된 개혁추진, 신중한 거시경제정책, 그리고 지속가능한 발전에 대한 분명한 지향의 결과다.

중요한점은 대통령이 경제성장을 자체의 목표가 아닌, 국민 삶의질을 향상 시키기위한 토대로 규정했다는 것이다. 카자흐스탄은 현대화의길에서 중대한 도약을 이루며 보다 개방적이고 책임감있으며 성숙한국가로 거듭나고있다. 오늘날 대규모 개혁이 미래세대의 번영을 보장하는데 필수적이라는 사회적공감대도 점차 확산되고있다.

이와관련해, 한국은 카자흐스탄 경제성장에 기여하는 주요 투자국중 하나로 부상했다. 현재카자흐스탄에서는 현대자동차, 기아, 삼성, 신한은행, BNK은행, 포스코 등 세계적으로 잘 알려진 기업들을 포함해 900개의 한국기업이 성공적으로 운영되고있다.

 

인프라현대화

 

이번 인터뷰에서는 에너지및 공공인프라의 현대화에도 특별한 관심이 기울여졌다. 정부는 수백킬로 미터에 달하는  공학네트워크건설과 송전선로 개보수를 포함해, 에너지시설과 공공유틸리티 전반에대한 대규모 현대화사업을추진하고있다.  이러한 프로젝트는 에너지안보확보와 지역균형발전,  그리고 국민과 기업에대한 안정적인 서비스제공을 위해 필수적이다.

KIND를 비롯한 한국의 공기업및 민간기업들은 이러한 대형현대화사업에 참여할 있는 상당한 잠재력을 보유하고 있다. 예를들어, 두산에너빌리티는 남부 산업도시인쉼켄트에서 복합화력발전소건설이라는 대형프로젝트를 수주하며 카자흐스탄시장에서 성공적으로 입지를 구축했다.

 

지역교통·물류허브로의도약

 

토카예프대통령은 카자흐스탄의 환승및 물류역량강화가 전략적으로 매우 중요한과제라고 강조했다. 비록 내륙국가이지만,  카자흐스탄은 유라시아대륙의 중심에서 주요 국제교역로가 교차하는 지리적이점을 갖고있다. 대통령은 이러한 이점을 국제협력증진을위해 현명하게 활용해야 한다고 언급했다.

카자흐스탄은 지역물류허브로 도약하겠다는 분명한 비전과의지를 갖고 있다. 그 핵심조치중 하나가 도스틱모인티철도노선의 개통으로,  이를 통해 해당노선에서 중국과 유럽간 화물수송능력이 5증가하게 된다.

현재카자흐스탄을 통과하는 국제운송회랑은 철도5,  도로7개 등 12개에 달하며,  이는 중국과 유럽간 육상화물운송량의 최대85%를 담당하고 있다.

카자흐스탄은 중부회랑(Middle Corridor)’으로도 알려진카스피해 횡단국제운송노선개발에도 적극 참여하고 있다. 노선은 비용과 소요시간이 해마다 크게 개선되고 있어, 한국기업들이 유럽으로 제품을 공급하는데에도 유망한 대안이 될 있다.

 

인공지능을향한전략적집중

 

이번 인터뷰의 핵심 주제중 하나는 디지털전환과 인공지능(AI)에 대한 카자흐스탄의 전략적집중이었다. 대통령은 공공서비스디지털화,  핀테크,  다양한 산업분야에서의 성과를 포함해 카자흐스탄이 탄탄한 출발 조건을 갖추고 있다고 강조했다.

이미 IT 스타트업을 지원하는 완전한 생태계가 구축되어 있으며,  아스타나허브혁신클러스터에는 2,000개 기업이  입주해있다.  2025기준 IT 서비스 수출규모는 약 10달러에 달했다. 디지털자산을위한 시범크립토시티(CryptoCity)’가 조성중이며,  새로운 스마트시티인 알라타우시티건설도 시작되었다.  또한 인공지능및 디지털발전을 전담하는 부처가 신설 되었다.

인적자원개발에도 각별한 관심이 기울여 지고 있다.  ‘AI-사나(AI-Sana)’ 프로그램을통해 65명 이상의 학생이 교육을 이수했으며,  가까운 시일내에 인공지능전문연구대학이 설립될 예정이다.  특히 2026년은 디지털화인공지능의로 지정되었으며,  대통령은 이를 카자흐스탄에 있어 역사적인 기회라고 평가했다.

이러한 맥락에서, 카자흐스탄과 한국이 모두 인공지능에 전략적중점을 두고 있다는점은 양국을 자연스러운 협력파트너로 만든다.

 

희토류광물: 새로운국가적우선과제

 

인터뷰에서는 희토류및 핵심광물문제도 중요한의제로 다뤄졌다. 향후 5년간 전 세계적인수요가 배로 증가할 것으로 전망되는 가운데,  이는 카자흐스탄에 새로운 기회의창을 열어 주고 있다.  대통령은 카자흐스탄이 희토류매장량 측면에서 세계적인 선도국가중 하나로 부상할 가능성이 있다고 언급했다.

이 전략적분야에서의 입지를 강화하기 위해,  카자흐스탄은 미국,  한국,  일본,  중국,  러시아및 유럽연합(EU) 국가들과의 협력을 확대하고 있다. 이는 책임있는 자원개발과 다각적인 국제파트너십에 대한 카자흐스탄의 의지를 보여준다.

이러한 새로운 협력가능성을 고려할,  한국지질자원연구원,  포스코를 비롯한 한국의 기업및 기관들이 카자흐스탄과의 파트너십을 통해 다양한 협력기회를 모색하기를 기대한다.

 

관광과카자흐스탄의글로벌이미지

 

토카예프대통령은 관광분야에서도 긍정적인 흐름을 강조했다.  지난 한 동안 수백만명의 외국인관광객이 카자흐스탄을 방문했으며,  국내관광역시 활기를 띠었다.  CNN 트래블은 알마티를 세계적인 인기여행지중 하나로 선정했는데,  이는 카자흐스탄의 문화적·창의적매력이 국제적으로 인정받고 있음을 보여준다.

양국간 관광교류에서도 유사한 추세가 나타나고 있다.  2025년 첫 9개월동안 카자흐스탄을 방문한 한국인은 41,400명으로 전년대비 20% 증가했으며,  한국을 방문한 카자흐스탄 국민은 46,500명으로 12% 증가했다.

디지털여행플랫폼 아고다에 따르면,  카자흐스탄은 중앙아시아의 새로운 인기 여행지로 부상하고 있으며,  한국여행객들의 검색량이 전년대비 295% 증가했다이스타항공의 인천알마티 신규노선 개설로 알마티여행에 대한 관심은 348%  급증했다.  또한 실크로드도시 쉼켄트 역시 지난해 SCAT 항공의 인천직항노선개설이후 검색량이89%  증가했다.

이러한 흐름속에서,  한국의 여행사들이 카자흐스탄의 숨겨진 명소를 발굴하고 새로운 관광상품을 개발함으로써 양국인적교류를 더욱 강화해 나가기를기대한다.

 

카자흐스탄한국협력의지평확대

 

토카예프대통령은 독립35주년은  우리가 걸어온 길을 비판적으로 평가하고 미래를 위한 새로운계획을 수립할 있는 중요한이정표라고 강조했다.

이러한 노력의 연장선에서,  우리 대사관은 대통령이 제시한 우선과제들이 카자흐스탄과 한국간 협력을 위한 새로운지평을 열어줄 것이라고 확신한다.  인프라,  인공지능,  물류,  핵심소재분야에서 한국이 보유한 선진기술과 경험은 카자흐스탄의 현대화과정에서 자연스러운 협력기반이 된다.  이들 분야에서의 공동프로젝트는 양국간 확대된 전략적동반자관계를  더욱 공고히 할 것이다.

카자흐스탄은 한국과의 협력을 단순한경제적기회가 아닌,  공동번영과혁신,  지속가능한 성장을 위한  장기적투자로 인식하고 있다.  개방성과개혁,  국제협력에 기반한 카자흐스탄의 새로운 현대화 단계에서,  한국은 언제나 가장 신뢰받는 미래지향적 파트너중 하나로 남아 있을 것이다.

 

Large-Scale Transformations for the Well-Being of Future Generations:

The President of Kazakhstan on Ongoing Reforms

In his recent interview published on January 5, 2026, in the newspaper Turkistan, President of the Republic of Kazakhstan Kassym-Jomart Tokayev offered a comprehensive and candid assessment of the country’s development trajectory, laying out his vision for Kazakhstan’s path towards modernization. His remarks reflect not only impressive economic achievements, but also deep structural changes shaping the future of our nation. He stated that “This year will be pivotal for our country, as a number of critically important events will take place that will define Kazakhstan’s development trajectory for many years to come.”

 

Dynamic Economic Growth

President Tokayev noted that Kazakhstan’s economy has demonstrated steady and robust growth, exceeding 6 percent in 2025. The country’s gross domestic product surpassed the landmark level of USD 300 billion, while GDP per capita exceeded USD 15,000. These figures represent record highs for Kazakhstan. Such achievements are the result of consistent reforms, prudent macroeconomic policy, and a clear focus on sustainable development.

Importantly, the President emphasized that economic growth is not an end in itself, but a foundation for improving the quality of life of citizens. Kazakhstan has made a significant leap forward on the path of modernization, becoming a more open, responsible, and civilized country. Today, there is a growing public understanding that large-scale reforms are essential to ensuring the prosperity of future generations.

I would like to mention here that Korea has emerged as one of the largest investors in Kazakhstan contributing to its economic growth. Today, almost 900 joint ventures with Korean capital successfully operate in Kazakhstan, including globally recognized companies such as Hyundai, Kia, Samsung, Shinhan Bank, BNK Bank, and POSCO.

 

Upgraded Infrastructure

Special attention in the interview was given to the modernization of energy and public utilities infrastructure. The Government has launched large-scale upgrades of energy facilities and public utilities, including the construction of hundreds of kilometers of engineering networks and the renewal of power transmission lines. These projects are critical for ensuring energy security, regional development, and reliable services for citizens and businesses alike.

Korean corporations such as KIND and other private-sector companies have significant potential to participate in major modernization projects. For instance, Doosan Enerbility has successfully established its presence in Kazakhstan, securing a significant project to build a combined cycle power plant in Shymkent, a southern industrial city.

A Regional Transport Node

President Tokayev underscored that strengthening Kazakhstan’s transit and logistics potential is a task of strategic importance. Despite being a landlocked country, Kazakhstan is at the crossroads of major international trade routes at the very heart of Eurasian landmass. This geographical advantage, the President noted, must be used wisely to promote international cooperation.

Kazakhstan has a clear vision and determination to transform itself into a regional logistical player. A key step in this direction is the commissioning of the new DostykMoyynty railway line, which will increase freight capacity between China and Europe fivefold along this route.

Today, 12 international transport corridors five railway and seven road corridors pass through Kazakhstan, carrying up to 85 percent of all overland freight traffic between China and Europe.

Kazakhstan is actively involved in the development of the Trans-Caspian International Transport Route, also known as the Middle Corridor. Korean companies could use this route for supply of its products to Europe, as its cost and time efficiency is increasing rapidly year by year.

 

Focus on Artificial Intelligence

A central theme of the interview was Kazakhstan’s strategic focus on digital transformation and artificial intelligence. The President emphasized that Kazakhstan has strong starting conditions, including notable achievements in the digitalization of public services, fintech, and various sectors of the economy.

A full-fledged ecosystem supporting IT startups is already in place. The Astana Hub innovation cluster brings together around 2,000 companies, while total IT services exports reached approximately USD 1 billion in 2025. A pilot CryptoCity zone for digital assets is being established, and construction has begun on Alatau City, a new smart city. A dedicated Ministry of Artificial Intelligence and Digital Development has been established.

Considerable attention is being paid to human capital development: more than 650,000 students have completed training under the AI-Sana program, and a specialized AI research university will be established in the near future. Significantly, 2026 has been declared the Year of Digitalization and Artificial Intelligence, which the President described as a historic opportunity for Kazakhstan.

In this context, I would like to invite the readers’ attention to the similar focus on AI both in Kazakhstan and Korea, making our countries natural partners.

 

Rare Earth Metals: A New Priority

Another critical issue highlighted in the interview concerns rare earth and critical minerals. Global demand for these materials is expected to double over the next five years, opening a new window of opportunity for Kazakhstan. The President noted that the country may well become one of the global leaders in rare earth mineral reserves.

To strengthen its position in this strategically important field, Kazakhstan has begun expanding cooperation with the United States, South Korea, Japan, China, Russia, and several European Union countries. This reflects Kazakhstan’s commitment to responsible resource development and diversified international partnerships.

Given the new potential areas, KIGAM, POSCO and other Korean companies and entities are invited to partner with Kazakhstan to explore opportunities for partnerships.

 

Tourism and Kazakhstan’s Global Image

President Tokayev noted positive trends in tourism. In the past year, millions of foreign visitors traveled to Kazakhstan, while domestic tourism also gained momentum. According to CNN Travel, Almaty was named one of the popular destinations in the world an important recognition of the country’s growing cultural and creative appeal on the global stage.

Here, we can see similar patterns in tourism exchanges between our two countries. During the first nine months of 2025, Kazakhstan received 41,400 Korean visitors, a 20 percent increase, while 46,500 Kazakh citizens visited Korea, reflecting 12 percent growth.

According to data from the digital travel platform, Agoda, Kazakhstan is emerging as a new favorite destination in Central Asia, recording “a 295 percent year-on-year increase in search volume among South Korean travelers”. The launch of Eastar Jet’s new IncheonAlmaty route facilitated trips to Almaty, with search interest rising by 348 percent. Meanwhile, Shymkent, a Silk Road city, has also benefited from SCAT Airlines’ launch of a direct flight from Incheon last year, showing in an 89 percent increase in searches.

In this context, we invite Korean tour operators to explore Kazakhstan’s hidden gems and to develop new travel packages that will further strengthen people-to-people exchanges between our two countries.

 

Widening Horizons for Kazakhstan-Korea Cooperation

Overall, the President noted that “the 35th anniversary of Independence is a landmark date. It offers an opportunity to critically assess the path we have taken and to chart new plans for the future.”

In light of these efforts, we at the Embassy believe that the priorities outlined by President Tokayev open new horizons for cooperation between Kazakhstan and Korea. Korea’s advanced technologies and experience in infrastructure, artificial intelligence, logistics, and critical materials make it a natural partner in Kazakhstan’s modernization. Joint projects across these areas can further strengthen our enhanced strategic partnership. Kazakhstan views cooperation with Korea not only as an economic opportunity, but as a long-term investment in shared prosperity, innovation, and sustainable growth.

Kazakhstan’s new stage of modernization is built on openness, reform, and international collaboration. In this journey, Korea remains one of our most trusted and forward-looking partners.
